The chief executive of Nvidia, the world's most valuable company, has warned that Britain lacks a "growth culture" and is too focused on the risk of failure.
Jensen Huang said UK entrepreneurs struggle because "if there was a million ways to win, you find the one reason not to do it".
"There's something that's missing here," he said at an event in London on Wednesday night. "I think the entrepreneurial spirit."
"If you tell an entrepreneur there's one in a million chance they can succeed, that entrepreneur says, 'So you're telling me there's a chance?' But in the UK, somehow, there's 999,000 reasons to fail.
"So I think what you want to look for if you want to change the culture, if you want to change into a growth-oriented culture, you want to look for the one reason to succeed and make it so."
Mr Huang founded microchip company Nvidia in 1993. The AI boom has recently turned it into the world's most valuable company, now worth $5.3tn (£4tn).
He said that the UK was "phenomenally well positioned" and had many of the right ingredients to have successful tech companies. However, he said that founders tended to "overthink" problems.
"There's a strange general behaviour in the UK," he said. "From the outside looking in, you have superpowers in intellect. You have superpowers in some of the best universities in the world. You have superpowers in just a great culture.
"But for some reason, if there was a million ways to win, you find the one reason not to do it, and I think you overthink things."
Mr Huang said he had told Andy Burnham, the Prime Minister, that Britain was at the start of a "new industrial revolution" with AI.
"He recognises this is such an extraordinary opportunity for the UK," he added.
Nvidia said it has invested more than $10bn in Europe in recent years, the majority of it in the UK, and said on Wednesday it would put a further $250m into AI safety initiatives in Britain.
Mr Huang has criticised major AI companies Anthropic and OpenAI for seeking to engineer a global pause in AI development following a string of so-called "rogue AI" incidents this summer.
He has said the companies should take it upon themselves to make sure their systems are safe.
Separately, Mr Huang said Britain needed to boost energy supplies to take advantage of AI.
