During a conversation with students at National Cheng Kung University, as part of the United Daily News Group’s “United 75, Smart Future” event series, TSMC Co-COO and Executive Vice President Y.P. Chyn revealed that the company once tried running its R&D around the clock under a program called “Night Owl,” only to scrap it after just six months. The program dates back to a period when TSMC was behind on process technology and was racing to catch up with its global competitors. Chyn says that R&D runs on brainpower, not labor, and that working longer hours won’t necessarily produce desired results The report from Economic Daily News states that, according to Chyn, a theory emerged at the time that if TSMC’s R&D team worked 24 hours a day while U.S. competitors worked only eight, the company could gain a time advantage and overtake them. To put the idea into practice, TSMC encouraged R&D engineers to take on night-time development work, hoping that longer operating hours would speed up progress. The plan didn’t hold up, and it was declared a failure within half a year. Chyn said the experience taught the company a lasting lesson, which is that R&D depends on thinking, judgment, and innovation, and cannot be improved simply by adding more working hours. He summed it up by saying that R&D runs on brainpower, not labor. The Co-COO also described the 40nm node as a major turning point for TSMC’s organization. At the time, the traditional model of the R&D department finishing a process and then handing it over to the fabrication plants ran into serious setbacks, forcing the company to rethink how its research and manufacturing teams should work together. That reassessment gradually gave rise to what TSMC calls its “One Team” culture, which Chyn credits as a key factor in pushing its technology to the top of the industry. According to Chyn, One Team is not just about asking employees to support one another. It means giving different departments a shared goal and making them jointly accountable for the final result. He offered two examples of how this works in practice. When a new process moves from R&D to volume production, a longer overlap period, with the fab involved early in development, makes the ramp much smoother. Alternatively, when a fab runs into a process problem, bringing multiple teams together to analyze the root cause can resolve it far faster than leaving it to a single unit to isolate the problem. The same philosophy extends to TSMC’s global expansion. Chyn said overseas fabs cannot operate as organizations fully separated from Taiwan, and that Taiwanese teams must work closely with their overseas counterparts and take some responsibility for their success. Assuming this process is adopted, it’ll result in smoother technology transfer and overseas operations. Chyn has admitted that getting departments to genuinely embrace One Team takes a great deal of time and effort, and that it can’t be achieved through slogans alone. Still, he believes cross-department collaboration has improved both process development and mass production efficiency, and that it remains a core foundation of TSMC’s technology leadership.
